Naturalization is the process by which a lawful permanent resident can apply to become a U.S. citizen. As part of this process, applicants (with some limited exceptions) are required to successfully pass English language reading and writing tests as well as a civics test. On September 18, 2025, USCIS announced that it is reimplementing the 2020 Naturalization Civics Test with some modifications. USCIS will administer the 2025 Naturalization Civics Test to those who file their naturalization applications on or after October 20, 2025. The 2025 Naturalization Civics Test will include fundamentals of American history and of the principles and form of the U.S. government. The English language parts of the naturalization test will not change.
The 2025 Naturalization Civics Test is an oral test consisting of 20 questions from a list of 128 civics test questions. The applicant must answer 12 questions correctly to pass the test. Officers will only be required to ask questions until the applicant passes or fails the test. Therefore, when the applicant answers 12 questions correctly, the officer will stop administering the test. Similarly, when an applicant answers 9 questions incorrectly, thus failing the test, the officer will stop administering the test.
